DELHI WAKF BOARD – A BRIEF BACKGROUND
The Union Territory of Delhi occupies a pride of place for having a large number of Wakf Properties. In the olden days, Wakfs were administered by individual Mutawallies, Anjumans and other loosely organised Mohalla Committees. However, there was no single point at which the activities of Mutawallies and others could be controlled. As a first step, certain important Committees were formed under agreement with the Government for looking after major Aukafs in Delhi. The Jama Masjid Committee was formed in 1862, the Fateh Puri Committee in 1877 and the Anjuman Moidul Islam in 1893. These three Committees took over the responsibility of looking after a large number of mosques and graveyards alongwith other Wakf Properties. There was, however, no central control and a large number of properties were either unattended or were being mismanaged by Mutawallies. With the enactment of the Delhi Muslim Wakf Act, 1943, the three main Committees namely the Jama Masjid Committee, the Fateh Puri Committee and Anjuman Moidul Islam were superseded and the Sunni-Majlis-e-Aukaf was constituted. All Sunni Wakfs came under the supervision and superintendence of this Majlis. For the control and management of Shia Aukaf a Shia-Majlis-e-Aukaf was also set up. Sunni Majlis and Shia Majlis continued to function right upto September, 1962.
In order to ensure better administration of Wakf Properties in the country, the Government of India passed the Wakf Act, 1954. This Act came into force in Delhi on 1st October, 1962. Under the new Law, the Delhi Muslim Wakf Act, 1943 was repealed and the Shia Majlis and Sunni Majlis were replaced by the Delhi Wakf Board.
The first Delhi Wakf Board was constituted in October, 1962 in which BARRISTER NOOR UDDIN AHMED was elected Chairman. The name and terms of the Chairman of the Board is as per table–
